What I linked about the previous proposal was exactly that we could number laws outside numerical order to affect precedence...

No, I said nothing about _unique_ numbering. That would make it difficult to have fun, fun arguments about precedence.

As it stands rule numbers are only for formatting. We should probably do something like "a new rule may not be proposed that contradicts an existing rule".
