Votes may be numbered using only nonnegative real numbers
I think you mean "Rules will be numbered using unique positive integers."
What I linked about the previous proposal was exactly that we could number laws outside numerical order to affect precedence...
No, I said nothing about _unique_ numbering. That would make it difficult to have fun, fun arguments about precedence.

As it stands rule numbers are only for formatting. We should probably do something like "a new rule may not be proposed that contradicts an existing rule".
Nothing prevents us from renumbering rules to squeeze one in.
Jay the last rule does make the number of a rule important.
I voted assuming "lower" number was according to definition "Not loud; soft: a low murmur." Ergo RULES IN ALL CAPS DOMINATE.
This proposal has been defeated. It is vernondalhart's turn.
