The number of upper level jewelry awards is limited to the following:
Golden Crown - 1
Diamond Scruncy - 5
Emerald Sunglasses - 9
Silver Braces - 13

Once the specified number of jewels have been awarded, further awards of that jewel may only be made if a current holder gives it up (voluntarily or involuntarily).

ctmf, I think it was proper to leave the "Spork 13" off the title anyway, because if this didn't pass the next proposal would have a shot at being number 13.

I voted against. I'd prefer rank limitations be performance and environmentally determined as the result of the rules and not set as arbitrary ceilings.
