* At any time, any player can LAUNCH one or more of their missiles at any other player. All LAUNCHes must be public.

with

* At any time, any player can LAUNCH one of their missiles at any other player. All LAUNCHes must be public. Players may LAUNCH only one missile at a given target on a given day, though they may LAUNCH more than one missile at separate targets.
