This proposal amends 208.
321. Currency
Points are fully transferable. Any player may transfer any number of points to any other player at any time by posting a notice to that effect in the Point Transfer Forum established for this purpose, provided said point transfer would not leave the receiving player within 51 or fewer points from the victory condition. Transfers may be conditional upon the completion of specified act(s) by the receiving party; in case of conflict, the question will be decided by the player who has most recently concluded their turn who is not also a party to the transfer.
The total number of points required to win the game will be 300.
All active players will immediately receive a one-time award of 75 points.
All players voting YES on this proposal will also receive an additional one-time bonus award of 50 points.
After the passage of this rule no points shall be awarded on the basis of how a player has voted for a particular piece of legislation, including the 10-point bonus outlined in 204 for voting NO on passed proposals.
After entering or returning to the game, as described in 314, at the casting of their second explicit vote new or returning players with less than 50 points will have their point total raised to 50.
This proposal shall take precedence over all mutable rules.
I felt the need to chance this slightly from its original wording, for good reasons. I'm off to work -- last day of teaching summer camp -- but if you have a problem with the legislation as it stands feel free to comment here or MeFiMail me and we can talk about it...

gerryblog, there are about 38 different rules in this proposal. Bad, wrong, no. My brother 1 is a bit of a loose cannon at times; let's hope that the rest of our community will look at this in a more sober light and do the only rational thing, and vote no.
I see it more as one rather complicated rule.
I have suddenly seen the light, I have no idea why I thought this wasn't an excellent rule a few minutes ago.

The rule is self-contradictory. I will be arguing that:
"All players voting YES on this proposal will also receive an additional one-time bonus award of 50 points."
Contradicts:
"After the passage of this rule no points shall be awarded on the basis of how a player has voted for a particular piece of legislation, including the 10-point bonus outlined in 204 for voting NO on passed proposals."
The 50 points are not awarded until the rule is passed. After the rule is passed such bogus bribery techniques are illegal.
This has passed. Points are now transferable, and all the relevant points have been awarded (pending ctmf's order) of course.
ctmf, if you rule that we do NOT all get +50 points, I will pay you 15 points.
Better put it in the PTF just to be sure.
