314 is an amendment to 201 and as such replaces rule 201.

Players shall alternate in alphabetical order by http://blogshares.com/mefino/ username. Turns may not be skipped or passed, and parts of turns may not be omitted. All players begin with zero points.

New players may join the mefi nomic via the outlined procedure as long as they fulfil the conditions described in rule 311. A previously removed or resigned player who fulfils the conditions of rule 311 may also rejoin the mefi nomic at any time with their existing http://blogshares.com/mefino account, in which case all previous vote history and points scored shall be reinstated upon rejoining.

The procedure to join (or rejoin) the mefi nomic is as follows:
* create an account at http://blogshares.com/mefino/
* add their username to the official list of players (section marked "Players"), slotting their username into the list alphabetically
* update the total number of players and total needed for a vote to pass listed on that page

The new or rejoining player will become an eligible player (and thus allowed to participate in the game) at the start of the next turn after this procedure has been completed.

I guess it's just the fact that neither this nor 311 really prohibit sock puppets after all -- this more or less formalizes the procedure for How To Create a Legal Sockpuppet -- and in fact this language encourages a race to create usernames as close to ssg alphabetically as possible as soon as this has passed.

Both the sockpuppet stuff and the turn order were addressed in the discussion. If there are better ideas about how to deal with this then they should have been put forward. I tried to be responsive and changed my wording rule to reflect the good ideas I was given, but I felt that trying to deal with sockpuppets more in depth than 311 was outside the scope of this rule. The discussion period for this rule was pretty long, plenty of time to point out loopholes before we went to vote.

Right now any new player can join however and whenever they like. Moves to formalise it will improve the situation even if they don't lock things down as much as some would like. The other option is to pass a rule declaring that no one else can join or rejoin, which I personally would vote against.

shelleycat, I wasn't knocking you or the proposal -- I hadn't really had time to participate in the discussion and I hadn't sat down to think about loophole and potential flaws until the thing was up for a vote. I do think that we may see a slight uptick in sockpuppets as a result of this, but maybe not, and if not more power to you.

I dislike the whole sockpuppet thing a great deal so I'm also hoping this doesn't make it worse. But I figure that it's an issue anyway and that having new (real) players join will have enough benefits to balance it out. Plus this is an area that's not regulated right now and I like regulations. So if it passes then great and if not then hopefully I've got you all thinking about how to do it better in the future.

The whole big sockpuppet brouhaha could, in some narratives, be seen as a smokescreen carefully constructed in order to get my gold star. I can assure you that my people will not be resorting to these primitive tactics in the future. As for the opposition, their howls of "unfair" and "out of bounds" sort of forces their hands. There will be no more sock puppets in MeFiNo, ever, regardless of how much we worry and fuss with the rules. It was a social problem, not a technical problem. Mark my words.

I've deleted 201 and added 314 to the end. I assume that the replacement of 201 means it gets removed because of rule 209: "At no time may there be more than 25 mutable rules.". Since the total number of rules is important we don't want to be leaving them hanging around uncessarily. I've copied 201 to a text file so can put it back in if this is incorrect.
