Rule 312:
Amend 305 to read:
305. Every player is an eligible voter. Every eligible voter
mustmay participate in every vote on rule-changes or judicial overrides. An abstaining player will be considered a non-player for the purpose of calculating whether a rule change or judicial override passes.Any player may voluntarily abstain from a vote. A player who does not vote within 48 hours of a vote opening is considered to have abstained.
I went with 48 since this doesn't include any discussion time.
Woot! Already halfway home.
I hope it doesn't cast any aspersions on my legacy when this thing passes unanimously.
Man, once all the broken rule set controversy is gone, this game is going to get dull. Smart feller, that Peter Suber.
Three of five "yes" for me here.

My thinking entirely, ctmf. But would people listen to me when I tried to keep things broken? No, that was trolling. Before you know it we're going to be playing chess and posting in haiku.
Something tells me chess is a possibility...
But I want to play Global Thermonuclear War.
AAA, have faith, we'll break it again soon.
It's time to start discussing 313 then.
Well, we have 3 turns until ssg becomes the judge and 5 turns until volkspider becomes the judge. volkspider has indicated he is still anti-311, and I suspect ssg is too, so it would be good to pass legislation that curbs judicial activism by then as a protection.
I'd like to see specific language about what a judge can rule on, perhaps even limiting judicial discretion expressly to only those questions specifically raised a player other than themselves.
Unlike yourself, I wouldn't abuse my position or break rules. And I'm not anti-311 -- I was pro-311 and anti-illegal judgments.
I was never against 311. You'll note that I voted for it. Stop making things up.
It defies logic to suggest that volkspider or I would be activist judges, since we both opposed your judgement on the grounds that it broke the rules. Turn 311 is over and you'd probably do well to chill out a bit, gerryblog. In any case, I have no intention of creating any invocations during my turn as judge, as I believe it would be playing in bad faith to do so.
Calmer than you are, Dude.
Seriously, and trust me on this, I'm totally chill -- but the pushing through of 311 was really contentious and pro-illegal-judgmentistas like myself would be well-advised to prevent the possibility of a judgment that rules, say, that that the last [x] turns never happened...
Maybe a rule that says judgments can't reach back before the turn they began would be a good step.
And note that this is a good policy for the game even if there's no one on anybody's enemies list.
I think most players will agree that judicial reform is needed, but we might do a little better to frame it in reasonable terms, i.e. what do we want the judgement mechanism to do and what don't we want it to do, rather than as a response to some sort of made up threat from volkspider and myself.
But hey, if you really want to discuss this in protect-our-precious-bodily-fluids style, then go ahead. I do, after all, hate freedom.
... my point is, we could ignore this and move to less dry subjects.
In fact I'd like to open a poll/discussion thread for MeFiNo Phase 2: Beyond The Legal Crap.
How about if a judge invokes judgement, judicial power passes to the previous judge for the rest of the turn (and so on)
jay, judgement is covered by 212, which is a mutable rule.
Doh, you're right, I was referencing the wrong section.
I like jeblis' suggestion.
jay, would there be any way to implement random judge selection? I think that would be the best way to avoid collusion between players and the judge.
Certainly, with added criteria for non-idleness etc if desired.
Excellent. If mosessis or shelleycat want to do anything about judicial reform, then they are welcome to, otherwise, I'll be doing something for my turn.
I don't have any firm ideas about what I want to do for my turn. So if judicial reform is discussed and ideas thrown around and I see some that I like then I'm happy to put them into a rule proposal. I have some ideas of my own but they're not very well formed, so a bit of discussion would be helpful actually. If mosessis fixes everything first then even better.
Oh yeah, I'll be home on Sunday too so should be able to spend some time catching up before it gets to my turn.
mosessis should start a 313 Discussion Thread.
Heh, sorry you guys. I was away all day at the local Obama rally. I'll get right on it.
10 is 2/3rds of us rounded up, this passes if no votes change. 3 voters outstanding.
I invoke judgment on whether illegal rulings out to be treated as legitimate. ALso I'm changing my vote to "no" in protest of this obviously baloney 2/3 nonsense.
Judgment: Given the consent of players to move on to this current turn, and the obvious interruptions in legal logic that led to this turn, it is my judgely opinion that the players have collectively hand-waved all actions by prior judges to reach this point.
1 has permission to fork the game on a private server and declare himself winner of that fork, in which the rules for unanimous voting were upheld and justice prevailed. Aaron's gold star should be removed on such forked server before such win is declared.
Future rulings within this game are not within my jurisdiction, so I am only able to address the past and tenses of "ought to".
1's change of vote is legal as there is no rules concerning motivation of votes.
30 minutes or less, or your judgment is FREE.
This has passed. jeblis, take your points...
(Should be 15. I'll update the player list if that's all right with everyone.)
312-291 = 21 * (10/14) = 15
